As we know, China blocks many sites that the rest of the world is crazy about LOL

I was researching for someone about the best VPNs to use there to bypass their restrictions. Many seem to just promote some sites that pay commission, but negative reviews are also found for the same services. Can anybody recommend some?

Pardon my ignorance, but I am not sure how a VPN would help a Chinese user to get around govt. restrictions.
Could some informed person share on this?
