The simple answer is yes they can and do monitor the number of viewers because that helps them determine whether to keep running a show or not. That's why some TV series get discontinued 'before they gain traction'. For them it's all about the ratings and their line of reasoning is, if a show doesn't draw a large viewership, there's no point in continuing to air it.
However, I've always wondered if the systems they have in place to measure popularity take into account recorded episodes, downloads and video views because my husband and I never watch shows on TV. We much prefer to wait until we can download the whole series and be able to watch it back to back.
