Plastic water pipes as electricity transmitters

A certain article explained that it is possible to transmit electricity from one point to another using a plastic water pipe. The transmission pipe has to be plastic to ensure that a handler does not get electrocuted.
For those who are knowledgeable in this field, what prevents electricity companies from using this method to transmit electricity from one place to another?

This is new to me i haven't the slightest idea on this kind of technology, I will also read from those who are in the know about it so that they can inform us on it and probably learn one or two things

With this type of arrangement, I guess safety would be a major concern since the water is not only used by residents for domestic purposes, it is also used as a conductor of electric current.
