In short. Private IP is the IP of the ISP and Public IP i s the IP of the device connect to network.

This means the IP address of my mobile phone working with mobile data will be different from the IP address of my laptop working on home installed wifi.

Exactly

I used to think every person had a unique IP adress only to realize it was determined by the device and browser

If this is the case then why can't people make different accounts using different mobile phones working on data card?

I don't know exactly how it works (and I wouldn't advise trying to get over on Cyberfreak), but they can tell the difference. My daughter drops by sometimes and is on my wifi (instead of working from her house) but the sites that we are both on can tell it's a different user from her device. Otherwise, they would think I had more than one account, and I would get banned.

Seems like a very silly question, how can some one thinks even its IP remain the same if connection is different

Seems like a very silly question, how can some one thinks even its IP remain the same if connection is differentBut the discussion is also enlightening. I also used to ask myself the same and I truly never got a clear answer. I get confused when I see my address showing I am from Norway only to realise it is the opera mini browser.

Thanks a lot for making me aware of this. As far as I have figured out it appears that IP address is a combination of device and internet connection. Please correct me if I'm wrong.

My (limited) understanding is that the ISP assigns an IP address when you connect with your router, and each following device gets a new (slightly different) IP address based off the original one. Like, if I'm on my husband's system instead of mine, the IP address is different by one (the last) number.
