Is it jammed? Normally I just have to press it again to take it back to lower case. Is it a laptop or a desktop? You could buy a new keyboard if it's a desktop as they don't cost much.

There may be tiny pieces of food crumbles like biscuits stuck in there. It has happened to me before. I was too scared to dismantle my keyboard myself and I had to take it in to the computer shop. If you are bold enough, maybe hit it gently a few times.

Perhaps you could try disassembling your keyboard, assuming you're using a laptop. This way, you may determine if a foreign physical entity is causing this problem.

Try restart system or keyboard driver.

Try onscreen keyboard. Search onscreen keyboard on the search area of start screen. And open onscreen keyboard and switch off or on your caps lock button or any other button.

If the caps lock key is not working, that could be a hardware issue on your keyboard, if you are using laptop, you can go to Computer Repair shop to fix it, but if you are using a desktop, you can simply change the keyboard right away.

Try to uninstall your pc keyboard then install it again since sometimes it happens that it is malfunctioning.

This definite looks like a hardware problem. many a times the keys are stuck and they cab be released by gentle tapping or by cleaning the surrounding area with a tooth pick! To be on safer side better to take your equipment to a technician!
