If a desktop, it sounds like you need to unplug everything for maintenance. Remove the outside cover and look for the cooling fan. Chances are extremely high it is either no longer working, or more likely just plain dirty. They collect dust and debris during operation and can get so plugged up that they no longer provide any cooling at all.
Use a vacuum cleaner and soft brush to remove all residue. Be sure to also clean the vent openings on the cover itself. That is most likely all you need to repair this problem.
If you are talking about a laptop - it is also possible that the fan and vent openings need to be vacuumed. There is one more helpful option for laptops. You can buy a fan base to place under your laptop. Some models plug into a USB port and provide extra cooling. Some are just a heat sink style that do not require any power. By design, they draw out heat to keep the laptop cooler during operation.
