NASA planning permanent Human residents on a Moon based space colony?

I was going through a news item on Times of India Online, which talked about a Donald Trump comment asking NASA to not just focus on a Manned Moon Mission but focus on larger aim of colonies in Moon and at Mars.
Going through the news, I read that NASA plans to have some folks permanently there.
May be they can station a few robots there (on Moon)permanently, or may be some Astronauts are willing to permanently be on a Moon colony.
It could be tough for them, but exciting too.

What do you say?

Helium 3 is their reason because its an energy source that will make oil obsolete. A bucket of it can power a whole city for a year! They will mine helium 3 from the moon.

How long they know for Helium 3? It is weird some private Corporation didn't alredy go there and start mining.

As far as I know Elon Musk is interested with Helium 3. Imagine a Helium 3 powered car!!

Helium 3 is a gas instead of a liquid fuel though. It will be more of a rechargeable battery. Electric cars dont explode.

NASA have already been in Moon so no big deal. The real big deal is Mars.

Nope electric cars are barely in the news when it comes to accident. Gasoline cars are flammable not electric cars.

Helium 3 can make earth cleaner though. Its more efficient and cleaner than oil. Space colonies will also solve the overpopulation problem of earth because some people will leave the planet to leave more space for people like you who wants to stay.

Read this article about how much people need it turn off fire on Tesla car. So far is less accidents with Electric car, but also their number on roads is much less.

Yes! I do want to stay. I like planet earth. We have an overpopulation problem??? So why doesn't China work on sending their "surplus population" to a space colony? The only "extra OVER-population" America is complaining about is people coming across the border from another country. Come to think ... why don't we send those people to a space colony?

China has already shown interest on making a moon colony because of helium 3 and it makes a great elderly care colony because low gravity will make lives of elderly easier since low gravity won't make them feel the painful joints.

Well that will take care of China's elderly problem. But what about the illegals trying to get into the USA? Maybe they could go along with them as caregiver assistants. Hey! I'm just throwing out ideas. :D
