After China and Iran, Russia is very close from making his own Internet network. With this move they can be disconnected from rest of world but still have some version of Internet. China have Chinanet, Iran have Iranet and Russia will have Runet. They already test it few times and they didn't have any problems and users didn't even notice anything. This will bring more control in Internet world. There was already few protest about this move from Russia and net already got "name" Putinet.

From What I know Russia already blocks LGBT content. The video game overwatch have a comics website and ever since they revealed Tracer is a lesbian, Russia had blocked that webcomics.

Think in case of China, so Chinese people cannot VPN facebook, Youtube and other American sites.

It will be available for entire world but content will be filtered. Which can go out, which can go in.
