First, we should understand this. This feature described will not be available in Windows 10 than in Windows 10X. It is not same OS. Windows 10X is OS made for dual screen devices like foldable smartphones. I already write here about 10X but I can't find link.
New feature will bring something new in Stand by option. Stand by option is great when you want to transfer computer or just make a break without turning off the computer. When you turn it on, everything just stopped.
Now Microsoft will adoption, even when the computer is in standby, some process can work like sync data. Example emails will sync with clients, OneDrive will sync files, the system will download updates. This can save time since in the current version, when you wake up computer you must wait for sync.
Maybe this look like something new and it is new but only on computers. On smartphones this option is already present for a long time and we can see it every day when our phone ring when message come on Viber or Messenger.
Now Microsoft wants that function on computers too.
