The person doesn't need a VPN to use the account. Once it is created, it can be accessed from any location just like travelers do. This is how it works in Africa especially from those countries where PayPal only is used to send other than receiving.

Yea, the best is this VPN locks a particular IP to the user. No changing etc which means your IP is the same all time.
