Why Norway don't invest more in space program?

Norway is one the richest countrys on world. They have money, know how to work with it. They earn a lot from oil reserves but don't spend it on stupid things.

Their school system is great and they improve it every day. Also they support STEM programs which are crucial for space programs.

Even with this conditions, they don't invest to much in space industry. They never launch rocket. Ok, country position is not proper but they can pay US for use NASA center at Florida.
It is part of ESA (European Space Agency) and have their personal space agency Norwegian Space Agency (NOSA) but as support in thery research and promotion.

From other side India, which is big country but most people live under lower standard than Norwegian send rocket in space.

Where Norwegian are not more engaged in space research programs?

Norway is a very well off country and they seem to be very good at ensuring that profits from the oil industry are used to the benefit of its citizens and not just for large oil corporations. I wasn't aware of their approach to the space program, perhaps as a country they have decided that the funds would be better spent on investment and infrastructure in the country itself?

Maybe they think it is not worth invest in rockets. Let somebody else do it and they will later just join to the club. None company ever manage hold dominant position all time. Every time competition show when somebody reach succes. When Elon Musk or Vrigin Company make more stabile rockets for multiple use, I guess Norway will just buy them for themself.

What good would the space program bring to the country? for citizens? Absolutely nothing!
It is a rich country where the population lives well, without difficulties, instead of investing in space exploration, they invest in education, health, and financial literacy, they invest in the people and that is why it is one of the best countries in the world to live.

Then why India invest in rockets than in space?
Space exploration bring something. They can make different satelites and sell it for TV station broadcast.
When India make rocket, they can use and launch materials for other countrys in space. And charge that service to.
Private sector can invest in space tourism.
