Norway is one the richest countrys on world. They have money, know how to work with it. They earn a lot from oil reserves but don't spend it on stupid things.
Their school system is great and they improve it every day. Also they support STEM programs which are crucial for space programs.
Even with this conditions, they don't invest to much in space industry. They never launch rocket. Ok, country position is not proper but they can pay US for use NASA center at Florida.
It is part of ESA (European Space Agency) and have their personal space agency Norwegian Space Agency (NOSA) but as support in thery research and promotion.
From other side India, which is big country but most people live under lower standard than Norwegian send rocket in space.
Where Norwegian are not more engaged in space research programs?
