I got a rating of 4.3 at TFW and was qualified but I still don't understand clearly how it works. What does it mean for a forum to be off. And why seeing activated and sometimes deactivated on subscribed forums at TFW

When an owner runs out of the cash TFW deactivates his forum until he pays it.
