It is not difficut to post a topic... when viewing the forum where you want to create a new topic, look at the top left and you will see a “Post a new topic” button by the search box. The only forum you can not post anew topic in without approval is the articles forum.

When you say you were offered to post some ann here, would it be for DeepOnion by any chance? If so do not post it. Our forum has been spammed heavily with new accounts posting promotional rubbish for that coin and it will be deleted and you will be banned.

You only have to ask nicely and someone will help you if you have a problem with posting comments or new topics. It isn't hard to see where a new topic is posted as CyberFreak has explained, no need to post unpleasant comments.
