Surely, they are users whose companies in their countries use English as the main language to build their sites. It's easy and quick if you can post reviews about companies you are familiar with (usually, companies located in your country). It's different if we must spend tons of hours to make researches about unknown companies (unknown for us, because we live in a different country, not the same location of that company). This is really time consuming.
