I really hope he is doing so. One great way he could encourage posting of reviews while still paying for replies is if he slightly increases the amount paid for reviews. That always encourages people to post more.

Sure, If 100 BMF is not feasible for reviews at least 75 BMF will be reasonable and he could limit the number of comments daily.
