I ran a free vpn service at one stage. Unfortunately, nobody used it after the first few months. I'd suggest finding a free vpn that uses OpenVPN, as that's easy to set up once you download the client.
Further to my reply above: HolaVPN might be a good option. They will use/ sell your spare bandwidth but at least you know they have a proper business model. You could also set up a cheap VPS with a VPN.

I agree, those are pretty good and I have heard good reviews about them, but Free VPN's often comes with a data cap or annoying and big advertisements, which can limits you quite significantly depending on its limitations and your hardware.
