This dude is Alex Winger,the protagonist of Street Fighter 3 and is making his comeback as a DLC character in Street Fighter 6, exciting fans are hyped to play him.

A wrestler from New York, he debuted as a tall, muscular, blonde 17-year-old mechanic. In Street Fighter 6, he’s now in his 30s. After his parents died in an accident, Alex was adopted by his mother’s cousin, Tom, and helped raise Tom’s daughter, Patricia, who was a baby when Alex was five.

The Japanese writers were confused that there is a backlash and a lot of people got angry with this storyline, but the thing is, it's a popular trope in Japan. Even though cousin marriages in Japan is very low, Japanese writers, most of them never experienced having cousins and siblings because people are stopping from making babies, so incest became a popular, cousin incest became a popular writing tool in Japan. So this thing is okay to Japanese players, and probably it's okay from players in the Middle East because cousin marriages is common to Muslims. That's why I'm not a Muslim anymore.

To make it worse, he impregnated his cousin after marrying her, and you know what? Many fans, especially from the West, are so pissed off with the storyline, Capcom received a lot of hatred, and people even canceled their DLC downloads. So, starting next week, Capcom will make an update, and they will change the storyline of Alex. His mom won't be the cousin of his adoptive father anymore, so he won't be related to Patricia anymore, but Tim and Patricia will remain adoptive siblings, but adoptive siblings, I guess, is legal because not blood-related, but still creepy, because you know, what kind of man wants to marry a woman he used to change the diaper?
Tom raised Alex like a son and he also trained him in wrestling, while Patricia became a sister figure for Alex, because, you know, not only they're cousins, they live in the same house.
In both Street Fighter III and Street Fighter V, where Alex became playable, the relationship between Patricia and Alex are like brother and sister. But in Street Fighter VI, the Japanese writers decided to use a popular trope in Japanese pop culture, and that is incest.

Also, a lot of people who play Alex online get abused in the comments for playing a character who married his cousin. So Capcom will try to retcon his history. They cannot change many things because damage is done, but the thing they will change is Alex and Patricia are not blood-related anymore, but the update they will do, but they will remain adoptive siblings. This would have been easier if, you know, they're childhood sweethearts instead and not related, but... Yeah, this is the first rude awakening Japanese writers have that most Western people are not supportive of cousin marriages. Although, confusingly, Game of Thrones is successful in the US.
